When I Download A Game To An Xbox Live Account, Can I Download It To More Than One Without Paying Twice?

Me and my brother are both into gaming and share an Xbox 360. However, it really makes me frustrated that I have to play certain arcade games on his account because he payed and downloaded them to Xbox Live Profile. Is it possible to download the games to more than one account without having to pay twice?
